Okay, first off, did you know that there is a link somewhere in the portal that showcases Flash tutorials?
Second, if you're good at drawing, you should be perfectly capable of doing frame-by-frame animation. It'll take longer than tweens and/or sprites, but the effort could prove your ability to animate the way that cartoonists in the older days used to (and still do to some degree).
Third, if you need practice with learning tweens, guides, masks, and how to make fancy effects with them, then do so, and try to incorporate them into an animation with a story in due time.
Just do not, DO NOT, make a seizure flash and call it the best you can do. Everyone is always capable of doing better, but they don't want to put forth the effort.
Remember this equation and what it symbolizes, as it is a Truth. "TE = Art"
"T" is Time
"E" is Energy or Effort, your pick
But effectively, the amount of time and effort you put into something makes a major factor in the art you develop. If you put very little time or very little effort into something, then you won't be producing a high quality or quantity of art.
Yes, writing, drawing, music, and even using Flash to make animations and games is art. A Japanese philosophy is that all things can be art, but time and effort has to be put into it...SERIOUSLY put into it.
All that I can tell you are these things, and hope that you will learn with time how to be better at your works, both on and off of here.
